Perhaps it hurts fuel consumption or some form of wear and tear.

DTC is a reactive feature. It will do no harm, nor will it consume more gas being activated. It will just react to slippage.

I turn it off in the rain sometimes when i want to have a little fun, but turn it right back on under normal driving. You would also take it off if you are stuck in snow, at that point you'll need the tires to spin a little. But turn it right back on after you get out.

BMW also programs the car to default to DTC on whenever the car is started.

I think what your car actually has is DSC. And the default setting is always on because it's a safety feature. Designed to limit power to the wheel(s) in the event of lost traction, it works in conjunction with your ABS, another safety feature.

Many would say there are very few times, if ever, that you'd want to turn it off, especially in winter conditions.

More aggressive drivers find that it activates somewhat prematurely and is a bit intrusive.

DSC is even more effective with BMW's since over 99% of them have rear wheel drive. I find that with it on, I can't get the rear end loose. With it off, the rear end fishtails easily. If done intentionally, this can be fun ;-) If done inadvertently, it can be extremely dangerous.

The only reason I turn my traction control off is for racing or when I want to spin the tires. Otherwise it's a good feature, especially during crappy weather. It wont cause any extra wear and tear or use any more fuel.
