I'd say the laundry detergent, tyhe spray on kind, or potato flakes
for the laundry detergent and potato flakes mix it into a paste like the girl above me said. Good Luck!

I don't know why main stores stopped selling it years ago, but I did buy some this year from a $1.25 Plus store. I'm thinking it was due to the fumes or other dangerous chemicals now. The first place I wanted to try it was on a mirror. It sprayed out as a blue yes blue, liquid fume filled slop. I had to grab paper towels to stop it from ruining the wooden frame. Then washed it and tossed the garbage bag out immediately. By the time I got back to the store to tell them they need to take it off the shelves they'd moved on to other holiday stock and it was no longer in sight. I'll keep painting my snow and decorations on windows as I have been for years.

try using shredded cotton with spray on snow that comes in a can. there is also flaky snow that you can get at AC Moore in small bags that really look like authentic snow.

You can take dreft laundry detergent flakes (not the liquid kind) and mix it with water until you achieve a paste consistency. Then dab it on, or splatter it with a toothbrush.

The canned stuff is really cheap. You can also use cotton balls.

They sell cans of spray-on stuff for that - I'd stick with the pre-made stuff.
