I'm going to assume that you have apple snails, or usually sold under the name "mystery snails" that you get at pet stores.

Are all of your snails that lethargic, or is it just that one? If they are all pretty inactive, raise the water temperature. However, the warmer temperature will speed up their lifespan (i.e. Mr. Snail will not live as long), but it makes them more interesting to watch. It's not hurting them to be in cool water -- it just makes them slow down.

If only that one snail is lethargic and the rest are average, he is probably ill.

I usually take my snail out of my tank every few days and put her in her own little bowl for a few hours with about an inch or two of water, some lettuce, an algae wafer, and some things to climb on like marbles and shells. It's kind of her 'playground'. She'll also slime around on my hand if I hold still long enough. Maybe try that with your snail.. see if it responds to new stimulation.

.make sure the temp. in your tank is warm enough.make sure you don't have him in a brackish tank (salt). make sure you don't have any medicine in the water that you might be treating your fish with, lots of medicine is toxic to the snails.Take him out a few times a week so he can get used to you.also, snail jello is excellent for calcium and snails NEED calcium for there shells to be strong.baby food (veggie based), gelatin ,some fish flakes.I will have to put it up later for the recipe.I'm at work as I don't have it with me...sorry

Maybe its shy you need to coax it out of its shell
try waving a piece of french toast covered in garlic butter under its nose.
