Absolutely!
I don't watch much tv, especially with my children because you just don't know what is coming up next.
Several years ago my daughter and I were discussing this and I mentioned how many references there are to sex and she disagreed (she was 16 at the time) - A sitcom just started and we agreed to count the number of sexual references and there were six before the first credits and theme song! It was an eye-opener to both of us. We, as a society, have become very desensitized.
I would like to see better rating, more thorough... problem is, it's everywhere and kids can get to it easily and you can't be with them all the time.
That is where we come as parents and educate them and try to get them to a higher level. Then there may be some change by television as well, but it is a tough battle.

the only control should be that of parents, not the government, not schools,no one but parents should be involved in deciding what a child can and cannot watch on television, its called parenting and more parents need to step up to the plate and take responsibility for what their children see.

No. The parent should decide what the child watches, not the church, or the goverment. And if you cannot control your child, give it to someone who can.

Amen ! Now all we need to do is convince the parents to give a damn about their own children .
