Assuming neither player folds, and also assuming neither player holds a flush (it would have to be a royal flush for player 1!), the pot is split. The board has an ace-high straight. Neither player can improve on that hand, and as only five cards count, there are no leftover cards to compare. Had a 9 come up on the river, player 2 would have won with a better straight. It's similar with flushes. If the board has all hearts - AQT97, say - only the king, jack or 8 of hearts can improve the hand, and a heart from the six through the deuce would not improve the hand or cause anyone to win.
Had the board contained Q,Q,J,J,9, both hands would have had two pairs (queens and jacks), and player 2 would have won with a better kicker. Player 1's third pair would have been irrelevant - only five cards count.

If neither player has a flush, the pot is split. Neither player can improve on the straight on the board. If the river were any card other than an ace, jack, or 10, the player with A 4 would win.

I can't believe how many people here said A 4 wins the pot! Like the last few SMART people said, unless someone folds, or there's a flush, it's a split pot. You can use only five cards to win a pot. The five cards on the table are the highest. Null and void the ace in the player's hand. Anyone who plays poker and doesn't know this, like those people who said the A 4 hand wins, is STOOPID. No offense to whoever asked this question.

A,4 wins with a straight which beats two pair. If there..were even three jacks or tens...the straight still wins...the only way the 10, J hand would win if somehow they had 2 tens, 3 jacks or vice versa which is a full house and beats everything except for four of a kind and a straight flush

Split between the two players. Each player ends up with a straight dealt out on the flop. Therefore, it's a tie.

A,4 because a straight A,K,Q,J,10 (straight) beats two pair.
