download and upload speeds depend on so many different factors its ridiculous to expect your speeds to always be maxed out to what your connection is.
Download speed is determined not only by your connection but also the site you are downloading from, their bandwith and speed...also what else is running on your computer can effect your bandwith as well. If you are always at 50kbps for downloads or around there, it may be your connection is setup to "cap" the speed of downloads/uploads. or you could possibly have some sort of spyware that is using up the rest of your bandwith and that would certainly effect your speed. Be sure to run scans and then you can check your overall connection speed at

The reason I think that you only get 50kbps download speed is because of the default downloader that Microsoft give you with Internet Explorer only uses a part of your download power so that the other things that you do on the internet, while your downloading, don't get slowed down.
To get past this I have downloaded a thing called Download Accelerator Plus (DAP) where it maximises you broadband power unlike the default one. This thing is amazing, I was going to download something that would have taken 6hours to download with the default program, but with the DAP it took 50mins!!!
If you do download it it will do you good, but it slows down your browsing speed while its downloading something because its using all of your broadband power.

If you're using wireless, the easiest thing to do would be to stay in the same room as the router. You could also have spyware on your computer that is slowing it down. The best program to get rid of it is probably Microsoft's own. Hope that helped.

First thing u must do ..cheak your port transfer speed ..
if the transfer rate is low than choose good port.
And delete all temporary inernet file from cache .
