I would like to know where the phrase "come one, come all" came from AND when people used it.

in a chinese restaurant - emperor's style banquet. when one dish comes, the next comes and the next, the next the next. there can be 30 to 40 dishes, all different style, taste etc. you dont know how to stop. enjoy it.

It means everyone is welcome. for example, at the opening of a carnival, "come one come all to the grand opeing of XYZ carnival" Everyone is invited to a carnival. Why not make it clear to everyone.
