For steel wheels you will want to remove the tires, lightly sand the wheels and remove any surface rust and loose paint. Wash the wheels well with soap and water and let them completely dry. Spray paint them with 3 or 4 light coats of paint, allowing for drying time between each coat. Remount and balance tires. Voila! freshly painted wheels.

They still have painted rim's.Upgrade to chrome.Sand rim lightly with tire still on rim.At edge of tire and rim apply a little oil or grease.Dont get on rim.What is left cover and tape with paper.Paint ,remove paper and tape.Paint dry good wash car and remove the oil or grease on tire.It won't show if you dont remove.Less work,then removeing tire's .

For a better job, you should remove the tire, and when reassembling, replace the valve stem (cheap insurance).
But for the BEST job, take your bare wheels down and have them POWDER COATED (look in the phone book under metal finishers).
The stuff is bullet proof (figuratively) and will last forever with out chipping.
