A friend of mine had the same problem a few years back. He thought(hoped) it could the "solenoid"(starter), so He wouldn't have to pull the "tank"(fuel) to get to the fuelpump. Low and behold, that did not do it, so He wound up draining the tank, and pulling the "pump", and was the problem all along. Somehow "trash" had built up in the tank, and "clogged" the filter so bad that the fuelpump "over-worked" and "shorted-out" so it was constantly on, like your car sounds like it is doing.
When a "fuelpump goes" it usually "shorts-out" like it sounds for you.
It is a chore to do, but you can drain and pull your fuel-tank, and "retainer" that holds the fuelpump, and pull it out and replace it.... Just disconnect the Negative(-) side of your battery, so you don't "short" anything.... You may have to special order the pump at your local "Auto-Parts" Store, and I'd replace the "O-Rings" and "Gaskets" with new ones, since you are pulling the old pump out....
Good Luck!!

Yes but what could be wrong is not good. Sounds like you could have a bad injector letting fuel by with engine off causing your engine to flood out on gas. with key off your fuel pump pressures up system & shuts itself off. If it continues to run your system is not pressuring up. The other possiblity is your fuel pump is bad

Bad fuel pressure switch. or plugged fuel filter, or worn out fuel pump.

Some GMs the pump runs a couple seconds after shut down.

Check your fuel pressure.
