National Institute doesn't necessarily mean it's government. The NBA (National Basketball Association), and the NFL (National Football League) which are both public commercial groups. "National" just means that it's open to everybody in the national, or it's nationwide (it's throughout the entire nation), and they can't just say "no" to somebody because they feel like it. If Alaska wanted to have a football team, assuming they meet the requirements, the NFL would have to accept them in if there is no other reasons to deny them. Only a very few times will that mean it's govt. stuff, and even then it's doubtful, because they will most likely use the word Federal, such as in FBI: Federal Bureau of Investigation.

If it is in USA, the E-mail address and the http://... will have.gov ending for government institute (eg:USDA.gov).

Non profit organisation will have .org (eg: ASME.org).

Companies will have .com (eg: yahoo.com).

You have to ask them. They cannot lie, and if they do they can be reported or sued.

The other thing that let you have some indication is their logo, stamps they cannot be identical to any government agency. Most such companies may use slightly different logo/stamp.... but very slightly different.

No, it does not necessarily mean a government institute.
The only way to know whether it is private or a govt. undertaking is to find out more about it.

the name national institute does not mean goverment institute if we want to know it gov. or private we must approach to employment exchane in our city or any higher educational goverment institute in ur city then only we can get real details.
