Get a bin bag, put your hand in it up to your armpit, then manually unblock the toilet. Disgusting, but effective.
The only bit that gets blocked usually it where the U-bend turns from up to down, so you shouldn't have to reach in very far.
Then once it's cleared, grab the bin bag in your hand and turn it inside out, so that you don't drip yuk stuff anywhere.
If it's 'organic' material that's blocking the loo, try unfolding a metal wire hanger and bending it to the shape of the pipe - that should break up anything that's there into small pieces that will flush.

Not entirely sure what the problem is.. If a good plunging job will NOT do.. then the problem is on the outside of the house.. Usually there are one or two KNOCK OUT places(that is what they are called) in the front of the house usually that is where they are located.. BLACK pipes with a square thing thatone uses a pipe wrench to untighten and remove.. Go there and IF you have a snake, use that after you have taken off the cap on the outside of the house... You might have to get a plumber to do it but try what Isaid first

You can try various products, they are widely available in hardware shops and supermarkets. Be careful when using as they are very caustic. Firstly check manhole outside to ensure the drainage system is not blocked. If clear, try pouring full buckets of water down toilet and then soda crystals or a product known as drain unblocker.

If hands down the toilet don't work, get some caustic soda, that will shift anything but use it carefully because it can burn your skin. It can also be a blockage in the Pipe that the toilet waste runs into.

Call a plumber and then, two minutes before he arrives, flush....and hey presto!!
Alternatively, Mr Muscle does a toilet unblocker squeezy/liquidy type thingy!

use a toilet plunger, not a standard plunger for one plunge your toilet several times, then pour hot water in it, be cafeful not real hot or you could bust your ceramic toilet , the plunging helps breaks up whatever is in it, and the hot water helps wash it away, then flush sometimes you can use liquid plumber watch out for the chemical they can burn you

pour boiling water down it till it reaches the top. when it goes down do it again till the blockage passes. can take a few goes but has worked everytime for me!

roll up your sleeve , shut your eyes and shove your arm round the "S" bend until the blockage is clear , dont forget to wash your hands before you eat a sandwich
