"Index cards" is a specific product to fit an index box. They can small or large, lined or unlined. "Flash cards" is a general term and could mean just about anything that is used as an aid to memorization or study - usually they are bigger and longer than an index card. But there ain't no rules about what is or isn't a flash card!
