I guess that you do not mean MapQuest.com...
The local town hall has a public record known as the GRAND LIST. This shows the owner of every property in town. If your town has not modernized, you have to go to the town hall to see this record. It is your right. (Although, you might have to pay a small fee to get a copy). Consider the freedom of information act.

If you know the persons name, you can go to whitepages.com and they are listed, or you can look up their phone number if you know it. You can do a reverse number. It is free.
