In Romania, it has been documented. Researchers believed that It is actually a disease or condition that required him to be inside during the day and come out at night. About the blood sucking and all, they still are trying to separate fact from fiction. But indeed , a count existed before that people believe is Count Dracula.

The historical connections with the novel and just how much Stoker knew about history are a matter of pure speculation, some conjecture and ongoing debate.it is no longer considered true that Bram Stoker based the Dracula character on the Prince of Wallachia,(now a part of Romania). who was a defender of Wallachia against Ottoman expansionism and also known as Vlad the Impaler.It is widely accepted that he did use the Romanian dictionary entry dracul which means devil for the characters name

A little of both. As one of the other answers went into great detail, I won't, but it is felt that Vlad the Impaler was the original inspiration for Count Dracula as modern culture has portrayed him.

Dracula is based on real life Vlad the Impaler.
The reason he was called the impaler is because he had sharpened poles inserted into his enemies rectums after which they were placed upright and left there. The weight of their body would slowly slide them down on the pole skewering them like bug specimens on a stick pin. It was a slow and torturous death. It is said the Vlad would dine in the midst of them.
Another story of Vlad is of two emissaries who came to negotiate with him. Because of their religious beliefs, they refused to remove their hats. Vlad had their hats nailed to their heads so they didn't have to worry about removing them anymore.
If you read more on Vlad the Impaler, you can see the blood connection between this real life character and the fictional one of Count Dracula.

If you're asking about Vlad, the Implaer... yes he's true.... but if you are asking about Dracula's you have seen in movies... i dont think Vampires exist... because if they exist and the person they will bit would become vampires... probably all the people of the world by now are vampires.....so my answer is fiction...
