If all the truth about the universe, including all the changes that have occurred therein, were contained in an all-encompassing continuum, such as a recording of all events over all time and space, then that body of truth could be seen as permanent and unchanging. The events and perceptions may have changed within the process of occuring across time, but if each event and every change is included as another event, then the collective truth still has not changed.
That truth may be considered as existing independently of the events, since these occur on their own, and the truth is just the recording of these events; or these could be considered interconnected since the truth reflects the events that occurred.
It is possible for this truth to be permanent, but it could be that after it is fulfilled, everything ends.
So it is "possible" for it to exist under the given conditions you specify, but it may not be considered independent or it may not be permanent.

Nothing can exist independently or permanently.
If a stone exists independently or permanently, then it cannot be corroded by wind, rain and sun. What seems to be permanent to us is due to our short existence here on Earth.

Well, since this is in the parapsychology section, I'm going to say that yes, Spirit can exist independently, or "God" if you're so inclined, without changing. The Bible, the Qu'ran, and many other religious books say that God/Spirit is "never-changing" and that God has "always been." If God has always been, and never changes, I would say he/she/it defines the answer to your question. Not really sure if that's a comforting thought, though, or a freaky one.

Anything truely independant should not change. Change occurs when something else acts on a thing. Overall our universe should not change (no net change) but it appears to be breaking down (more is detroyed than created). This property is called entropy.
