I will be on vacation in Kansas City, MO on New Year's Eve with my kids (12 & 9). Sister's kids are 13 & 16. Anything events planned for New Year's for people with teens & tweens? (and no, do not want to do anything at home)

I agree with others about the Plaza...but ice skating is actually at Crown Center, not the Plaza.
I have kids too and we will be going to Union Station to see fireworks, and then ice skating at Crown Center is within walking distance to Union Station. That's what I would suggest.

I know that the Plaza is always a good place to be during the holidays, if only to see the lights and ice skate.
You can also check into Dave and Buster's in Village West (Kansas City, Kansas though). I have heard that they will be allowing children to stay in the establishment after 10 on New Year's.
