I am assuming you mean that your cycle is not normal and it has been 12 months since your last menstruation. That would indicate that for the last 12 months you did not ovulate. If you do not ovulate you do not get PG. You can however begin to ovulate at any time, unless you are doing something to prevent it such a Depo-Provera or BC of some kind.

Yes you can get pregnant even tho you haven't got your menstruation, If you are active and trying to avoid getting pregnant you should try to go on the birth control pill, it may help you get a regular period.

IF you have unprotected sex, there is a possibility of getting pregnant despite having an irregular period.

Yes. I asked my doctor this and apparently you don't need to have a period for you to ovulate and you can still get pregnant.
