Your Windows XP cd has all you need on it. Boot your system from the cd and then follow the directions for reformatting the partition that contains the operating system, usually the "c" drive. There's no reason to use F-disk. If you're asking this question you are not sufficiently experienced for F-disk.
Make sure you have backed up everything that is important onto removeable media or a USB external drive and don't forget to save your favorites.

as the other answers say,you first must make sure you have either a) a genuine windows xp for a fresh install b) a recovery disk,this is a disk that came with your p.c and will completely erase all data on your p.c and install xp back on your p.c to the way it was when you took it out of the box
if you use the xp genuine disk then you need to first
1) insert the disc into a dvd-rom drive
2) the disc will start up,you need to exit the screen at this point
3) restart the computer
4) upon restart press delete and enter set up
5) go into advanced bios options
6) set first boot device to cd-rom
7) press esc to leave bios options
8) save and exit set up
9) when the p.c starts again you will be asked to "press any key to boot from cd" do this and windows will start loading files
10)you will come to a section were you can create and delete partitions,this is your chance to create another partition if needed,just follow the instructions,when you have finished doing this pick the partition you want for windows and press enter
11) windows will then install xp on to your hard drive
12) during set-up you may be asked for the product key,make sure you have this to hand,also you may be asked for networking and modem preferences,just do this and continue
13)once windows has finished loading,after the final restart you will be asked a few questions and also you need to enter user names,the people who will be using the p.c
14)once the desktop has loaded,then its time to load all the drivers,anti-virus,anti-spyware and a firewall if you are not using the windows firewall
15)you will also need to activate windows within 30 days,but its best to do this straightaway,as otherwise it will keep popping up and asking you every five minutes
the method is just the same with a recovery disk but its more automated,and it wont give you the option to partition the hard drive,but you will still need to activate windows once set up is completed
once you have done instalation either way ,its also a good idea to create a restoration point,so if your p.c needs to be restored in the future,you will have a good point at which to restore it
i have just completed a fresh windows xp re-instalation this weekend and you do notice a increase in system performance,this is because after a while windows becomes bugged down with loads of errors and invalid registry entries that slow down your system and throw up errors
you can run registry cleaners and third party window cleaners but these just tend to be a stop gap
TIP: before you start either of these methods make sure you have the following disks to hand
1) windows xp disc(or recovery disc)
2) motherboard chipset drivers
3) device drivers(printer,modem,ect)
4) anti-virus and other security discs
5) broadband router drivers(if using usb connection)
there are other software you will need but this is just the bare amount you need to get you on-line and then you can get the rest from the relevant websites

easy way to do this is by going to your cmos setup which you do by keep pressing delete key as soon as you boot up the system once in there change your boot priority list so that cd-rom boot up first then insert your windows xp cd which should be bootable, it will then start loading the installation for your system follow the instruction till you get to the menu where it ask which drive you wish to install it on select that drive and press "L" to delete the drive before installing and that should give you a clean installation of windows

get a dos boot disk , www.bootdisk.com and then follow these instructions > http://www.buildeasypc.com/sw/hddsetup.htm , I like doing it useing a old boot floppy rather than any other way , call me old fashioned , once you have you nice clean drive ..pop in your windows xp cd ..and off you go with a nice new installation (dont forget too backup anything important first or u be crying like a baby for looseing it ) , also a good idea to put the installation files for any non standard programs you have on your puter on a cd or dvd ,saves downloading them again

First, make sure you have all the software you need to re install your whole system. Fdisk your drive reformat, partion and reinstall

i did it by deleteing the partition that windows was on.
and that took everything off.
trouble is i cannot remember how i accessed that feature!
