I have considered bring the offences around to the dog owner but i dont like to upset community relations.

The bottle doesn't work! Set a hose with a sprinkler attached and sorry, you have to activate at THE moment of fouling... It only takes a few goes, but the effect on the dog is lasting.

You should politely bring it to the attention of the dog owner. Kindly ask them if they would mind keeping their dog off your property. If they refuse and continue to let their dog do their business in your garden then you would not be upsetting community relations by contacting the local authorities. Most towns/cities have "Pooper Scooper" laws that would fine a person for not cleaning up after their pets.

I've heard that placing clear plastic (perhaps 2 liter) bottles of water on the lawn and around the garden may deter the dogs from doing so, but I have no idea if this actually works or not.

Many pet owners are not responsible for the mess their animals make. Tell your neighbor to keep his dog **** in his own yard. Do not allow your neighbor nor his dog to **** on you. No one should have to tolerate that.

There are commercial products that deter dogs. Most are based on citronella, so you could always try that. Any good pet shop will have something.

there is a spray called " pet away" that works pretty good, it don't harm the animals , they just don't like the smell and won't go near it
