It's been a long time since I've played, but you have to beat all the gym leaders (Kanto, Jhoto and Hoenen) then the Elite 4 from all three regions and they'll appear. Or you can try adn trade for one.

Defeat all gyms and elite fours then you can roam around and catch some.Note:It is very rare for some.

Defeat all gym masters before roaming like crazy around.....
You'll find them eventually.....Oh god,it's been ssoooo long since

you must beat all the gyms and the elite four and then they will appear like normal pokemon
