Because they run. Dogs chase anything that runs. My dog chases the cats until they just lay down, then the chase if over and the dog finds something else to chase.

Territorial thing and dominance instinct of dogs. They will try to attack any foreign animal they think might be a threat. Cats just happen to be a common pet, as are dogs, thats why there is the association of dogs chasing cats.

To show who owns who. Or, sometimes if you have a puppy, they just want to play. But also, some very mean dogs will chase any thing, and cats tend to run faster when being chased.

Because their natural enemy and prey from the time before they became domesticated became extinct in the early Bronze Atge, about 1700 B.C.
I'm referring , of course, to the beast with the most dreadful mating cry ever described by man. The Boojum.
Native to Asia Minor, the Boojum sometimes attained a length of seven feet, and even though it had short and stubby legs it could cover the ground at the speed of a brisk walk. This made infants, sheep, and certain extremely slothful adults vulnerable to its depredations.
The Pre-Trojan basoliths found not far from modern Syropolis describe the Boojum's mating call as "....not very unlike, altho dissimilar to, the sound of a fat woman with a plugged bowel on the third day of her tribulation......" and".......a woeful, direful cry, the like of which can strike madness into man and beast alike...."
With these characteristics, you can just bet that the Boojum was not widely sought as a party guest. Dogs, being even smarter than the early Bronze Age humans, hated the Boojum with a passion, and hunted them to extinction. With nothing else to chase, they chose cats in the plebiscite of 983 B.C.
This was a wise choice, since cats are A.Stupid
B.Selfish
and C.Ugly

Natural instinct.The way the cat moves triggers the chase.Dogs and cats can get along fine,sleep together,eat together...but if the cat takes off running the chase is on..they cant help it.Same thing with dogs and hens.Believe it or not.They can be best buddies until something scares up the hen,and it takes off running...chase.Just the way dogs are programmed.Protect...dominate the revir(homegrounds) and keep intruders(anything running from them) away.Makes them feel good,big,and strong,like they are "doing their job".

They also eat Cats.
They also eat their young some times.
They chase their tails.
They eat their feces.
One reason might be they have been bred stupid,.. for physical appeal... not intelligence.
Not all dogs chase cats. Some cats chase dogs. Some dogs and cats have a system of chaseing each other.
