C.C.S.Rules.Swamys book is more or less followed.Under the rules in addition to casual leave an employee is entitled to special casual leave which is 5 days in respect of many depts.

sp. casual leave is given when there is any bundh, strike and things like that and the residence of the official is more than 8 kms from their office
