Inform the man that if he continues to abuse your dog you will take legal action. There's a chance that that pup will take these actions that the man is making as a threat. (I don't blame the dog at all. And I'm surprised that the pup hasn't dones something yet. I certainly would have in the pup's paws....) If the pup thinks that it's a big threat it will try to defend you and itself by doing what comes naturally. Attacking the man.
To be true, talk to your local humane society and ask them if there is any legal action you can take. I'm fairly sure there has to be something you can do.
For the time being, try to keep your pup away from this brute. (Due to Yahoo reg's I'll leave it at brute... beleive me there would be other things I'd be calling these people... *Fume*)

(May I also add that that guy should probably not have the motorcycle _IN_ the appartment building? I'm fairly sure that's something you could bring up with your landlord/lady. Give it a shot, you may even be able to get them kicked out :) )

Why is the puppy on the loose near the place where the guy puts his motorcycle in the first place?
Not that the guy is right to hurt the poor little thing but if you keep your puppy on a leash he will not be anywhere near harms way if you are holding on to him.
In any case aside from stepping on this guys foot with your car, you can get a written complaint signed from everyone in the building that he intentionally hurts the dog and then take it to the police.

Check with your local police department to see if there are laws protecting dogs against abuse.
If so, then follow up with them. If your neighbor could do that to a puppy, he won't stop as the dog grows, he'll probably try more bad things.
Keep your puppy on a short leash so it is always with you for protection.

kick him in the cherries!!!!!!!!!!! no j/k but i would keep my puppy away from that neighbor. it may have been an accident, or the neighbor doesnt like dogs. if that is the case be glad it was just a stepped on paw. try to make the dog be as less of a problem for your neighbors. especially if you live in an apt building.
