It all depends on your contract. You have to read it very carefully. For the time your rental contract charges the rental agreement should state exactly what the owners can or cannot do to rates and fees. The contract is probably fairly long and difficult to read, so you will either need to talk to a lawyer or read it carefully.

Once your contract expires, they can change the rate to almost anything they want in the next contract, and then you have the option of signing or not.

There are exceptions. I believe New York has laws that freeze the rental rates unless you move. So you should also check the local rental laws, which vary by state, county, and city. The easiest thing would be to talk to a rental realtor in the area. Only they will know most of the little details. Your other option would be to go to a local law school and talk to the librarian to help you find the right laws.
