Actually, despite what other people say, circumcised men can develop smegma if their hygiene is really bad. A circumcised guy usually doesn't have smegma because it washes away more readily or rubs off against his underwear, but that doesn't mean it's not there at some point. But clearly since you wash your penis and all that, your problem doesn't come from smegma.
It is possible that you're washing too much and have washed the area raw. Washing with mild soap (not too strong scented) and water once a day during a shower is enough. If you're absolutely sure it's not a fungal infection or a urinary tract infection, then this might be the case.
But a fish-like smell might also be caused by diet. If you're eating really unhealthy stuff, then this smell might be a clear sign of that. I think diabetics might have either fishy smelling urine or sweet smelling urine; not sure on that, so you might want to check. Regardless, if that smell doesn't go away in a few days, then you should probably go to your doctor.

If you are circumcised, your problem cannot be caused by smegma, which is a disgustinglysmelly, cheesy substance which builds up under the foreskin of an uncircumcised male who may not pay enough attention to personal hygiene and can never be completely eliminated, even on the cleanest uncircumcised penis. Smegma does not occur on a circumcised penis. Accordingly, go to your doctor and see what he/she has to say.

Sounds like somebody has had their equipment in the wrong hole. You didn't say anything about a burning sensation when you pee... But if you do have that prollem. You gonna need anti-biotics. Go to a doctor. I'd pick 1 that doesn't know your mother and get checked out. Sounds like you have caught a bug.

However, you should see a doctor and find out what type of infection you might have. You do not have to be sexually active to get infections.

Thats kind of my problem, too. I'm circumsized, too. All I can tell you is to wash it with warm water. Mine sometimes stinks, too, even if I do that. If you really have a problem, then ask a doctor or your dad.

Wash is each time you use the tiolet, with soap and water.
Change your brief twice a day.
If problem persist after a week go and see a doc

i would wah it daily but I would really RECOMMEND you go to the doctor and tell him everything dont be embarresed but dont worry he will probably give you a special treatment but DONT play with it or masturnate because that will make it stink WORSE
