If you're talking about people who enjoy shocking others with their nudity, then yes it is exhibitionism. This is different from enjoying the company of others in the nude. A nude beach, for example, is a healthy way to enjoy life without subjecting your viewers to unexpected glances of the body. Be cautious though; sexual activity and arousal is not tolerated within the nudist community. If that is your goal, you might look into a career in porn. LOL

If you're getting a sexual thrill from exposing yourself to others, especially those unwilling to see you that way, it's definitely exhibitionism and is both a crime and an emotional disorder. You'd need to see the help of a psychologist or psychiatrist to deal with the underlying dynamics of what motivates you to engage in that type of behavior. There are a number of possible underlying factors but with appropriate therapy the behavior can be alleviated or at least controlled with the proper insight.
On the other hand, if you enjoy being naked in appropriate places like a nude beach, private pool, spa etc. and there's no sexual thrill derived from the behavior, it's fine and not a cause for concern.

Nothing you can do about it, you can't "fix" a personality trait.
