I disagree with your statement. Would you call the leader of the world's number 1 superpower an intellectual?
Would you call someone who loves to go to war civilised?
Is an IQ of 90 intelligent?

Are they, now? That might not be as true as you think. Some people have already mentioned George Bush; but to be fair, they've got a great many highly intelligent people in the background helping to run the show. Condoleeza Rice, Henry Kissinger, those are just two of many. However, what you may question is exactly how moral are they; politics isn't a gentleman's game, too manipulative, full of lies and secret agendas. Without morality and sympathy, intellect and education doesn't mean a thing.

That's just the first part of my answer; world leaders can only do so much, it is the people, the citizens who make up the world who can decide who they want to follow, to listen to. The people do impact on what governments choose to do; people vote whop will stay in power. It's as simple as that. Not everyone is intelligent, kind and civilized; if they were, we wouldn't need a government to punish and reward to ensure that there is order.

And about making the world a better place, there are so many things that can be done, so many things that are beyond reach. Did you know that the world is in reality quite overpopulated, that's why there are water shortages, food shortages, homeless people. There isn't enough to go around. Governments can't do a thing about the burgeoning population unless the PEOPLE decide to stop having so many children. They can campaign as much as they like, but ultimately the majority, the citizens of the world will decide whether or not they agree. So there. Really, their power might be greater than that of a single person like you and I, but their power has limits too.

About George Bush again, true, he hasn't been the most effective president, but then again, remember who put him back into office?

Everyone has different opinions, and people have those beliefs because of their ethics-they believe there thoughts are correct because of their opinions. I'm not sure if anyone can really understand that because we all think we have the right answer. The conflicting opinions of society create "political drama" because they think nothing will work if it isn't what they want. If everyone did have the same opinion, that would also be a problem because we depend on chaos to spark new and better ideas. So technically, according to the last thought I stated, the world is becoming a better place than yesterday all the time. If everything happens for a reason, then we must be going somewhere, right? The intelligence of world leaders mostly depends on how they are looked upon by others. They may have had 12 years of med school, but they don't see past knowledge into wisdom, where they discover what they can do for the world. Just my theory.

There are a few World leaders who can make the world a better place and they do make the world a better place. There are a few World leaders who can make the world a better place and they won't make the world a better place because it is not to their advantage. Then we have a few very delusional leaders who believe they are making the world a better place when in fact the world is suffering because of their misguided leadership.

Because a truly intellectual and civilized person does not want the responsibility and burden that goes with the job.

Because when a politician gets elected his/hers first goal is to be sure he/she gets re-elected. Very few politicians govern on principle.

Then there is the saying that power corrupts.

From a esoterical point of wiew the world leaders do not say to folks.that they know that there is some play like chess on the Earth and the players decide what the world will to be.
The players are our Creators.

You should read a paper by Freud about that.
He has a really interesting book "About war and death". He analyzes that subject among many others. The most civilized countries, ironically, tend to be the least civilized when talking about war and destruction.

yes it is,,,,i agree with the above quotation...The leaders can never make the world a better place to live in because who ever comes in contact with te politics they certainly start thinking about themselves.hence,then after where the politics lies no one knows.being a Sociology student i can say from my personal experience that these leardes do nothing but making money.thats it n thats all

They may have those good qualities, but they also have different opinion on issues. For example if China, Russia, Britain and France all tell the USA not to go to war in Iraq, the USA can veto it and go to war anyway.

You are assuming that those same world leaders use their intelligence for others' benefit. They don't.
