Yes there are special data recovery softwares, which will allow you to retrive any delted item, be that a history file, or any other file,
the trick is to undelete the One you are looking for..!!

Normally its the Index.dat file, which you should be looking to undelete,also you will need some Other means to re-construct history from it.
Other wise the normal HTML, or Htm file , when undeleted should give you a clue.

Just for further information.
in WinXp its the History Folder located in
\Documents and setting\" USER NAME " which was logged on at at that time...\Local Settings\History

to reach this History folder, your Documents and setting folder must be configured to show the Hidden files, as all the data after the .....UserName is hidden....and unless you enable to show the hidden files
[Tools--->>Folder option
then click the View Tab.
and scroll down and enable the show hidden files and folder option ]

you won't be able to view any folder not even the Local settings Folder after it.

opening the History folder from here, may also give you clues...

File Scavenger (http://www.download.com/File-Scavenger/3000-2248_4-10028488.html)
, and pc Inspector's PCI Filerecovery ( www.pcinspertor.de )
are two such softwares which came ready to my Mind...
I am sure there are many others, once you google for them...

I deleted some stuff by accident, and got most of it back by going to "search" and putting in what I was looking for.
