Like all dictators he has to keep the people under his control. Besides using the army as a hammer, he had to extol the virtues of communism as he attacked the perceived weaknesses of capitalism and democracy. He basically had to pull the wool over peoples eyes and fool them into how great they had it.

the same reason the u.s. uses propaganda in all the wars we fight today. propaganda is simply the idea of passing out news in a way that it makes the people hearing or reading it agree with what it says. It helps them to get on their side of the battle and makes them more likely to help whatever country is giving them the propaganda. It can also be used for warnings to local nationals in a country we are about to invade, for example, before the u.s. invaded iraq our airplanes flew overhead and broadcasted radio signals that the iraqis could pick up and listen to. it was because of this that so many iraqis were able to help us when we came and also the reason why so many of the old iraqi army gave up the fight. they truly believed that there was no way they could win the war. as for stalin....well he was kinda crazy and he needed a way to justify his actions. the only was he could justify them was if he could get other people to go along with his ideas and thats where propaganda would enter the picture. hitler on the other hand didnt need to use propaganda(he did anyway), but his major contributing factor was fear of retalition from his army.
