You only need a "step-down" machine, to step down from 220-110 volts. I am running my laptop on one now. Find out howmany watts you need and you should be able to find the approriate one at an electronics store.

According to Dailytech and other sources, unlike previous consoles, no transformer is required for the PS3 as it has an internal universal PSU (100v-240v). You will require any standard PC ('kettle') type lead fitted with a UK plug. Plug it in at your own risk however!
Bear in mind that you will only be able to play US DVDs, PS1/PS2 games and BlueRay discs; and that you may have problems with registration for online games unless you are able to use a US address.
With regards television compatibility, if you are using an old standard display television, check if it is NTSC compatible, or if it has an RGB scart connection; if it does then it'll run fin. If you're buying a PS3 however, you need an HDTV to get the best out of it; so you will be connecting via component or HDMI to either 720p or 1080p; in which case the PAL/NTSC distinction is irrelevant.
There isn't a huge range of games available yet so I'm waiting till UK launch when there is more choice.

You have two issues to consider. Most of Europe use 220 Volts 50 Cycles. The TV standard (PAL) is different than the US standard (NTSC). NTSC is an inferior standard to PAL, for openers, PAL standard has more lines to the inch than NTSC, which means NEVER THE SAME COLOR!
Also, the audio is located differently than it is on the NTSC signal.
Bottom line, In Europe you need a step down transformer other wise you will burn up your 110 device. Two, if you have a multi system TV (Can play both signals) you are ok, otherwise, you need a converter to change NTSC to the PAL standard.

You should be able to use the playstation. You'll need a transformer which will convert 220v to 110/120volts. Have a chat with your local electrical shop or wait until you're in Europe and find a local shop.
