I love this question. I had this Spanish teacher in the 7th grade (from Spain) who informed us in the beginning of taking her class that research was done on the correlation between "trilling" your r's (rolling your tongue as you put it), and having the ability to turn the outer edges of your tongue where they can turn upward and touch one another (I promise you!!!). The research showed that if you can not do this, you will not be able to trill your r's. Its totally a genetic thing.

Listen to someone do it practice and repeat. Let the air flow over your tongue and allow the tongue to hit back and forth between the back of your front teeth and the ridge behind your front teeth. It's easier if you have a word to practice with.

I think it's called trilling your tongue, and I can't do it either. I think it's something you have to be born with lol If you have a short little line of skin connecting your tongue to your mouth I think that might have to do with it. My friends who can have wider ranges of motion due to their longer skin line thingies (for lack of a better word).

Not everyone can do it. I can, and well, but my brother has no hope. It all depends on what kind of tongue you have. I have a 'thin' one, my brothers is 'fat' if that makes any sense lol.
