An accent is a common pronunciation amongst people of a certain group. It is due to distance as many accents developed when transport and communications are much worse than they are currently. We learn English as children and copy it from those that we hear talking.

Words and usages develop locally and are noticeable when a visitor from that area goes elsewhere. The influence of other languages can also lead to accents as users speak a different language and retain some of the habits of their native tongue.

Well, people from different areas create their own slang and way of talking, so when an outsider comes to visit, he comes into that area with the accent and slang he grew up with, so the people in that town think he has a funny accent, while he thinks all the people of that town have a funny accent. Accents also come from foreigners learning a new language. When they learn a new language, the language they grew up with is kept very strong in their accent.

For native speakers of a language, it's definitely that people tend to speak like the people they live around. Not only are there national differences, but there are regional differences.

For people who speak English as a second language, there is a tendency for them to have difficulty getting certain sounds exactly right, and the accents and emphasis in the right places. Certain sounds are difficult for speakers are other languages to get right. As a result, you can recognize a Spanish, German or French accent, etc.

Accents can come from a region or if the person previously spoke another language. Different voices are commonly used to put emphasis on a statement or make it funny. Other times a voice may sound difernt if the person is tired, scared, has a cold or is trying to convince someone (including themself) of something they don't quite believe.
