Punjab and Haryana share same capital Chandigarh as specified
by the British during their rule in India
The British had a shortage of officers and could post only a few for both Punjab and Haryana. They decided to fix a common capital for both states in 1898

Chandigarh union territory and city, in NW India. The city is the capital of both Haryana and Punjab states. The territory is administered by the central government of India. When the Punjab was divided into the states of Punjab and Haryana, Chandigarh was retained as the capital of both states. It was to be transferred to Punjab in 1986, but violence due to Sikh separatism forced a postponement of the shift. So far no decision is taken to have a separate capital for Haryana and it is Chandigarh is continuing for the convenience sake.-

because once it was a single big state called punjab and latter divided into himachal pradesh , punjab and haryana. since various administrative offices were at chandigarh and was good planned city- the both state agreed to share the same capital

because punjab and hariyana were once a ONE state, then they split. but most of the hariyana ministers lived in chandhigarh, punjab, so they never changed the capitol.
