Depends on if you're serving a dinner or not. For a dinner I'd say 8 p.m. For just casual snacks, maybe 9 p.m. Time will fly, but maybe have some games so people can interact and have fun while waiting for the ball to drop. I rarely spend over 3 hours at a party with nothing to keep me interested.

I think starting at 9:00 would work...people are always late, so the party wouldn't really get going until 10:00 and then it's only two hours to midnight.
