Assuming that the pasta is not cooked and limpy, and, that you are permitted to break it, begin by breaking all of the pasta in half, then half again. Bundle the pasta and tape as your building "logs" and construct from there, preferably using triangle self-reinforcing structures.

Well, first, I'd like to see anyone make a structure not using the laws of physics... ok, seriously, though, there must be other criteria. You could simply pile up the fettuccini and tape and set the book on top, but I have a feeling that's not what you had in mind. What are we building? A bridge? A tower? Does the book need to be suspended a certain height off the floor?
