First of all mentally ill people have been using section 8 housing for years.
It is not alright for someone to expose themselves. Call the police and make a conplaint.

Whether you are in Section 8 housing or not The Fair Housing Laws that govern how we can rent or lease to an individual are VERY strict. I am an apartment manager by the way. The laws state that if I offer something to someone in the morning I have to offer that same thing to every person that comes through the door. These laws make it so that if I have a wonderful 2 bedroom apartment for rent I cannot choose to show it to the attractive young couple that comes in in the morning but not the single mother with three kids in the afternoon. This is only right. The mentally handicapped have every right to rent an apartment as everyone else.
HOWEVER, this does not excuse anyone from the law or from the lease or property guidelines. I am sure if you would look at your copy of the lease there is a section covering "Limitations on Conduct" (paragraph 19 of the Texas Apartment Association lease) that would cover this action as well as local laws concerning public nudity. Just as they have the right to rent an apartment there you have the right to live on a property free from such actions. Contact your landlord as well as leave your property manager a complaint IN WRITING, keeping a copy for your records.
Knowing the person is mentally handicapped you may want to see if there is a relative you can contact but if not you may just have to call the police and let them handle the situation as they see fit. It may seem harsh but this could be an early sign that the person needs more help than they are being given and this could be the jump start to helping them get more supervision. Whatever you do don't ignore the problem or just complain about it, because when something worse happens you'll have no one to blame but yourself.

First, where are you suggesting they should live? If you want to be critical of the kind of neighbors you have, you should find a way out of the Section 8 housing. You're in Section 8, so you don't get to be too choosy.
Second, the law is based on people KNOWING right from wrong, and being able to interpret their actions as such. She apparently can't make that distinction. The action is illegal, but she can't be held accountable for it.
However, you should talk to whoever you need to in the law enforcement/government. She doesn't have her illness under control, and if she repeatedly violates the law in her warped state, she needs to probably be under some supervision in an institution or group home, at least temporarily.

They cannot by law discrimate against any disability including the mentally disabled. However to some extent they have to be stable enough to live in our society in a civilized manner. If this were a neighbor of mine--mentally ill or not--- I'd call the police every single time, no one should have to put up with that.....and man, what if its a bad bad scene when she's nude..LOL...I wouldn't expose my kids to that, not exactly healthy, it is crazy, too crazy for the police to ignore if it happens over & over. They get enough calls, arrests, and admit her to a mental facility for an assessment they might decide she no longer can maintain life in a decent manner unoffensive to others. So, I'd jump on 911 on every occasion, get the process going, sounds like she could use a break from society!!

a similar way it feels even as human beings cheat and/or use the gadget. ...... Like everyone looks searching for a hand out; no longer a hand up. it doesn't remember to me that they are Mexican or no longer. there is such fairly some holes contained in the gadget its gonna ruin sometime like the levies in New Orleans. imagine if sponsored housing did not exist; what number of human beings would surely be compelled to provide up having children and artwork! for instance, if i had to have a baby at the moment i might want to get free housing/sponsored....... it truly is a shame!
