A forum is just another word for a message board, a place where people can create topics and post on them.

You will notice the definitions below use the word Discussion. Many refer to Answers as a forum (including me) when is actually is not. Answers does not allow "Discussion".

A public meeting place for open discussion.

A medium of open discussion or voicing of ideas, such as a newspaper or a radio or television program.

A public meeting or presentation involving a discussion usually among experts and often including audience participation.

There is popular forums software which use PHP and MySQL. You may try PHPBB for free but there is vBulletin which cost you about $160.
