I suppose there is more than one way to interpret the question, and probably more than one acceptable answer. For example, when you say "most" does this imply popularity in terms of numbers of people who respect, or is this a measure of the level of the respect itself? If we address this in terms of the latter aspect, I have a good nomination:

King Bhumibol Adulyadej, Royal Monarch of Thailand

He is a modern king like no other, and has well-earned the respect, of his people, who indeed worship him. While it is technically against the law to speak against the king in Thailand, no one does. Everyone dreads that day of his demise, for they have come to trust him implicity with the leadership of their country.

He was born in the United States, and educated abroad, never expecting to become king. When his older brother died suddenly, Thailand called him back to be their king.

He is a modern king, who has produced recordings of his saxophone music, who has established a democratic government with a great deal of religious freedom and liberties to the people, and who visits the people in their own small communities around the country, dressing as they do, talking with them and asking for their ideas, and even working with them at times in their fields of labor. He has used his wealth to support many projects of benefit to the people.

Government scandals among the elected officials may come and go, but the king's well-respected position provides stability, in that none would desire, much less dare, to displease him, and all respect the wisdom of his leadership.
