I try to sum up other answers.
Why do you believe that there is an "I" that is both object and subject and that "it" is conscious.
May be consciousness is something between subjects, and subjects are not objects.
For instance when you are conscious, saying "I think" you say it in a language that needs other subjects to exist, so you are not conscious alone, so indeed you are conscious as an individual only because you are part of a community of conscious individuals using the english language, possibly part of an english speaking conscious community or at least part of english language based relations that give you the illusion that there is an "I" which is conscious, when in fact the relations are the truth conscious ones ...
So while it may be possible to spot a concrete you as an object, the thing you refer to I, it is impossible to equate your subjectivity to this I, you are as a subject because you are part of relation. (And indeed some would say you do not have a distinguishable body outside of the experiments that allow you and others to spot it, in its interactions with the outside).

That's for the individual level.
For the atoms, first it may be that consciousness appears only at the interindividual level, after all, some physical forces true at one level disappear at another, gravity for instance is negligible at the atomic level, why not consciousness ?

Besides the same reasonning used at the individual level can hold for atoms. Atoms may or may not be part of conscious relations, have some subjectivity relations, if there is however it will be in their relations and not within them.

There s may be a way to believe in individual consciousness. The english community has a language different from the french one, so it may be said to have a consciousness of its own, as an individual I may developp my own language on some part and so be said to have a consciousness of my own, may be there are equivalents to language differencies at the atom level (though possibly negligeable seen from our perspective), in this case, there could be consciousness at the atomic level.

Conscience is metaphysical, it is not bounded by empirical entities such as atoms, therefore it cannot be said to exists in the atomic level because in the first place it doesn't even exist in the empirical realm!

Then if that is your argument, you are committing the logical fallacy of begging questions, since you are already assuming that there is a God and that his existence is necessary for the motion of the universe in the macro or atomic level.

How did you know that there is a substrate force that holds everything in the universe together and is responsible for motion in the universe? and why did you say that "you are not your body"
the human persona is made both of body and soul and not just the soul (Gnosticism generally regards the body is evil which is wrong)

Know this that there is a force that holds everything in existence from the shape of a planet, to the electrons swirling around a nucleus, to the force that shaped your physical body in the womb.

Its the same force that holds every atom that makes up your physical body to give it the form that it is, at this given moment.

You move because conscience guides your body. You think and perceive because conscience makes that choice. You are not your body, and you don't see with the eye.

You have a body and hence you perceive through the eye.

Consciousness exists at an atomic level. Conscience is not physical, it is spiritual in origin. There is a conscience behind the consciousness at the atomic level, but the atoms don't have a conscience.

Short answer: Spirit, the Universe, God (however you want to describe IT) made the statement "I AM" claiming consciousness. Spirit, The Universe, God is all there is so consciousness exists in everything on every level. Terrestial and Celestrial.
Long answer: Look at the writings of Judge Thomas Twoard. He explains in specific and amazingly clear details and brilliant insites the 5 stages of consciousness in the earthly world. He was one of the influesnces on Earnest Holmes who wrote "The Science of Mind" and is revolutionary in this study.
