The reason he is a sex offender is because of the other daughter that is not his.

he is already in prison for 2 years but he did this toanother girl 3 years ago and only got probation out of 5 felonies. Our judges in this town don't care as long as it is not their little girls.

A restraining order. If he was found guilty for molesting his stepdaughter, it's more than likely a judge would grant an order of protection to keep him away from his other daughter, or at least require supervised visits only.
I think most of the time now, one of a sex offender's parole requirements is to stay away from his MO (photographers who are sex offenders can no longer take children's portraits or teachers who are sex offenders are no longer allowed in schools).
