You might try to step on it and pull the release at the same time. Or, if you don't mind crawling under the car, look for the tensioner bolt. There will be a brake fluid line and a emergency brake cable coming from the brakes in the back. Follow the emergency brake cable until you can see where there is a T connection, where the cables from both back wheels connect to a single cable from the pedal. There should be a bolt on there that you can loosen enough to get the pedal to pop. This T connection could be buried under a bunch of stuff and impossible to easily reach, but if you can see it you might get back on the road by loosening the bolt. Don't forget to count how many times you unscrew it, to screw it back to the same place.

the pads or the pedal's stuck is the question,
if it's the pedal, try spraying WD40 on it, and pull up on it while someone pulls the release handle up, if it's the pads.....try driveing back and forth a little bit to free em up

what you do is take off your tire and back the brake shoes off by hand and take off the drum and unhook the emergency brake,but make sure you set the brakes back up.

If it is a handle pull release. try pressing the pedal while someone pulls the handle, you need to release the catch for the handle.
I think it is not a press the pedal release, but if it is, it will release you lust need a big bear to press the pedal to release it...
