You didn't mention which van/engine. I'm guessing a full size with a 350? If so, it's probably a throttle body injected engine. I'd look at the throttle positioning sensor, and idle air control valve, mounted on the sides of the throttle body. You can find adjustment procedures all over the place online. If it's an Astro van it should have a similar setup on the V6. It could also be a vacuum leak, in which case you'll need to look around for loose hoses. You can spray starting fluid near suspected leaks, and the engine RPM will increase when you spray it near the leak. When was the last time you changed the fuel filter? Tune up? Make sure you've checked all the basics first.

By choking I assume you mean lacks power. this could be caused by a plugged fuel filter or a partially plugged cactylic converter. Just need to check a few things like fuel and air flow. when was the air filter last changed? If you think it may be mechanical hook up a vacuum gage for a quick and easy test. You should get a steady reading at idle of 18-19 inches.

not familiar with older cars much but if it was a newer car i would say idle pasitioning sensor oxygen sensor...or possibly you just need a good fuel system cleaner...maybe an addative that gets rid of moisture in the fuel tank pop the fuel filter off and air filter as well pcv valve also there's many different things that could cause surging...firing order could be wrong..many different things good luck

yes it will be a TBI 305 or 350 equipped van if its an 87
you should also regularly remove and clean off the IAC
it is the large thing on the passenger side of the TBI unit, it has a huge hex on it for a large wrench to fit on it and unscrews out of the TBI unit, and it will have alot of carbon on it and will need to be cleaned off real good iwth carb spray cleaner, and also the hole that it goes into needs sprayed out alot it will be packed with carbon alot, this IAC controls idle,
