It is just one of the chemical properties of Teflon

it would be like asking, why is water wet??

Teflon does not have "rough" bonds, and the bonds are quite smooth with very few defects on the surface.

Teflon is bad i try not to use it did you know it leaks chemicals and every living person has it in there blood?

This is more of a physics question. The friction co-efficient answer (the whys) could probably be explained there.
