Yes it was a rule up until the late 80's early 90's that putting an opponent over the top rope was an automatic DQ. This was of course before wrestlers could get hit in the head with a sledge hammer and stand back up 30 seconds later.
It was a common way for matches to end when they did not want a clear cut winner (for story line/rivalry issues).

I think it was a rule in NWA that everyone just adopted when their territories broke away. Actually, it was illegal to put someone over the top rope in ANY fashion. This was back when the focus of the sport was actually on the WRESTLING aspect, and everything was much more regulated, as opposed to the "sports entertainment" *coughgarbagecough* of today.

I know NWA=WCW had a rule about throwing people over the top rope I think it was two fold reasoning
1- it makes Battle Royale's more exciting/dangerous
2- it reduced the odds of freak accidents on landings
