I jump in the elevator because it is stupid fun, particularly if it is an "express" elevator, i.e. it goes from the first floor to the top floor or another high floor with no stops. That makes the elevator go up and down much faster.
I jump both directions. Jump on the way up, and you are liable to crash to the floor rather hard Jump on the way down, and you may hit your head on the ceiling. Awesomely stupid and fun.

Descending. And some people jump because the elevator goes about an inch lower then the floor it's supposed to get to, then pops back up to match the level of the floor. Jumping is just so you won't feel the rise of the elevator. It does not work, trust me. When I was six, my aunt told me to jump, and it was worse than it should have been. And I almost scraped myself doing so.

It only works well with fast traveling elevators. Here is an explination:
When you jump while going downward, it gives the sensation of "floating", as the elevator is traveling downward as you jump, you stay in the air longer than you would if standing on a referance frame that is not moving.
When you jump while ascending, it gives the sensation of heaviness, as the elevator exerts a larger normal (upward) force on you, giving the feeling that you weight much more than you actually do.
Personally, jumping on a fast moving elevator that is descending is more fun.

when it descending, of course to feel completely why the elevator would have to be in in free fall, jumping would allow you to temporarily float in the air(notice i write temporarily because if your elevator is in free fall you have much bigger worries than at what time you should jump)
