You must life in a crappy neighborhood, where I live the police would be there ten minutes after it started. They should stop at 10:00 at least so people can sleep, maybe they will turn it down and chill then.

Everywhere is different. If it keeps going on into the night and is really annoying you then before you even resort to calling the police just go over there and ask them to turn it down. Most people will do just that...they are having such a good time they forget the time and would be happy to turn it down. These are your neighbors so you don't want to go calling the cops everytime someone gets a little too loud while having a party. Now if they refuse or they are rude or the situation seems dangerous...call the cops you deserve respect and to be able to relax in your home. Just ask them to turn it down first...to show your respect and try to maintain civility in the neighborhood.

Most towns have laws about when it has to stop. I would say that if it's disturbing you after it's been going on for so long, call the police. In my town, it has to totally stop by 10 pm, but if it's loud and rowdy earlier than that, I think it's totally legitimate to call them now.

Where I live it's 11 pm.
But as I saw on someone's jacket, "Legal don't make it right"
Call the police, they can probably ask them to turn it down(but not require it until later at night). Ask them about your local ordinance.

If it's ridiculously loud, go ask them politely to turn it down. If you don't want to do that, call your landlord (if you rent) or call the police. People should respect others' right to live in silence.
