Maus is a graphic novel and comic book.
It tells the his father and mother's stories as they experience WWII in Europe. It also talks about Art Spiegelman's experiences as a son of a survivor of the Holocaust.

Its not really neither
Its a mostly a satirical work that closely reflects a real event in human history. Spiegelman's comments about MAUS can be termed primary (for the experience of being a son) and secondary (for retelling his father's holocaust experiences)
Citing MAUS as a source in recounting the Holocaust would be identical to citing Hogan's Heroes as a source on WWII POW camps, its not meant to be taken literally

depends on wether the author was there or not and actually saw it happen
