Should you wait until the originating party call back or should you originate the return call?

Good question. I think you should call the originating party back as a courtesy. If you don't, it's sending a message that you weren't all that interested in the call anyway. I would wait 30 seconds and then call back.

For me, its usually the person who is in a bad area regardless of who originated the call. So if I am in a bad area when someone calls me, I'd rather that they didnt call me back because I need to get to a better area. I always call back once I do. Likewise, when I am calling someone's cell from a land line, and the call drops I will wait for them to call back or I will call them a couple of hours later hoping that they found a better area.

If it is just idle chit-chat, and nothing important - then just let the dropped signal lie. If the other party thinks the conversation is too important to just drop it - they will call back.

However, in an emergency situation - DO call the party back. There is not need in making it a complicated issue. My son-in-law and daughter are comfortable with this arrangement and since they have the weaker signal - it works out good.

if three-5 seconds elapse, both parties have agreed the conversation was over anyway.

The person from the most robust line shoud call back. Originating call from a land line or better reception cell area should call back.

I say you both should try to call back and see who calls first. No big issue

I don't know if there's a real rule of thumb for this, but it's been my experience that both of us try to call back.
