Well, I used to be a counselor, so I had people confiding in me all the time. Now that I'm not counseling anymore, I still hear things from friends and family. But, once you take on a friend, its your responsibility to help that friend out in anyway you can. So, if there's someone who wants to confide in you, or someone that you want to confide in you, you should just be open and honest about it.

If someone wants to confide in me, that's fine - I'll listen and keep my mouth shut afterwords. But do I crave the responsibility of hearing someones problems or secrets? No way.
