As a history teacher, I can tell you definitely that it's B) I, II, and IV only. III is wrong because Jackson felt the opposite - Jackson felt that anybody could do these jobs since they were so easy. Jackson didn't invent the spoils system, but he used it a lot more than any other president to that point.
